Law No. 31804: Law Promoting Sustainable Management of Natural Grasslands for National Livestock Development

Law No. 31804, published on June 28, 2023, regulates the role of the Peruvian State in the sustainable management of natural grasslands and pastures, seeking to ensure adequate coverage, quantity and quality to meet the needs of livestock production and family farmers in the context of climate resilience. The law promotes the restoration of degraded grasslands and their productive capacity, sustainable livestock production, grazing practices that prevent pasture degradation, soil erosion prevention, and improved water and soil management. It also requires the Ministry of Agrarian Development and Irrigation to incorporate a watershed approach into livestock development policy, establish technical guidelines for grassland restoration and sustainable management, and monitor the technical progress of relevant programs, special projects and public agencies. Implementation involves coordination with regional and local governments. The law also addresses the protection, conservation, improvement, technological innovation and sustainable use of South American camelids, and requires the adoption of a sectoral livestock development policy through plans and strategies. For PAESA purposes, its central instruments are regulation, technical guidelines, sectoral planning, intergovernmental coordination and monitoring of interventions related to natural grasslands. Its intended results include restoration of degraded pastures, improved soil conditions, sustainable use of grazing land, water resource management and resilience of livestock production. The law does not directly establish a separate subsidy program, livestock credit facility, input distribution scheme or specific infrastructure investment program.
