Law No. 27603: Law Establishing the Agricultural Bank (AGROBANCO)

Law No. 27603 establishes the Agricultural Bank (AGROBANCO) as an institution within Peru's national financial system dedicated to providing credit to the agricultural sector. The law establishes its legal nature, purpose, organizational structure, capital and basic operating and financing mechanisms. AGROBANCO is established as a specialized financial instrument intended to facilitate access to credit for agricultural producers and support the financing of agricultural and livestock activities. The law provides for direct lending operations and mechanisms for coordination with other financial institutions, subject to the limits and conditions established by applicable financial regulations. It also defines the institutional structure of the bank and the sources constituting its capital. For PAESA classification purposes, the central intervention of Law No. 27603 is the establishment of a specialized public financial institution and a credit supply mechanism for the agricultural sector. The original law does not by itself constitute a subsidy program, technical assistance scheme, agricultural insurance mechanism, productive infrastructure program, public procurement policy, certification system, digital transformation initiative or direct input provision mechanism. Instruments or functions introduced through subsequent amendments to AGROBANCO's legal framework should not be attributed retroactively to the original law.
