Regulation of Law No. 30987 on Strengthening Agricultural Production Planning (Supreme Decree No. 009-2020-MINAGRI)

Supreme Decree No. 009-2020-MINAGRI, published on October 11, 2020, approves the Regulation of Law No. 30987 on Strengthening Agricultural Production Planning. It establishes provisions to improve agricultural production planning through the generation, collection, processing, transfer, interoperability, dissemination and use of high-quality agricultural statistical information. The regulation defines the responsibilities of national, regional and local agricultural statistical authorities, data providers and information users within the Integrated Agricultural Statistics System (SIEA). It governs the preparation and monitoring of statistical and operational plans, rural cadastral updates, the use of administrative records, satellite and georeferenced information, agricultural surveys and censuses, and the development of master sampling frames. It establishes mechanisms for periodic data exchange, dissemination through digital platforms and open formats, information system interoperability and access to agricultural statistics for crop planning and public and private decision-making. The regulation also establishes supervision, inspection and administrative sanction procedures concerning noncompliance with statistical data reporting obligations. Implementation is financed through existing institutional budgets without requiring additional resources from the Public Treasury. The regulation implements Law No. 30987 and complements the Integrated Agricultural Statistics System established by Legislative Decree No. 1082. It does not establish subsidies, credit programs, productive investments or verified targets for increasing agricultural productivity or farm incomes.
