Draft Regulation on Certification and Oversight of Organic Production, released for public consultation by the Ministry of Agriculture and Irrigation through Ministerial Resolution No. 0086-2019-MINAGRI in March 2019. The draft proposed procedures and requirements for authorizing organic certification entities and established supervision and inspection mechanisms under the National Agricultural Health Service (SENASA). It covered certification bodies, participatory guarantee systems and operators engaged in crop production, livestock production, beekeeping, wild collection, processing and marketing of organic products. The proposed provisions addressed obligations of operators and certification entities, internal control systems for group certification, inspections, records, information systems, traceability and transaction certificates. Its intended purpose was to ensure the organic status of products marketed as organic, ecological or biological in domestic and international markets. The document was a regulatory proposal submitted for public consultation, not an enacted regulation in 2019. The regulatory development process subsequently resulted in the approval of the Regulation on Certification and Oversight of Organic Production through Supreme Decree No. 002-2020-MINAGRI, published on February 6, 2020. Accordingly, this record is retained as a historical regulatory antecedent and must not be confused with the final regulation or its subsequent amendments.
