Agricultural Services Platform Strategy - SERVIAGRO (Ministerial Resolution No. 0019-2017-MINAGRI)

The Agricultural Services Platform Strategy - SERVIAGRO was approved by Ministerial Resolution No. 0019-2017-MINAGRI, published on January 22, 2017. It is a national agricultural policy instrument aimed at strengthening the productive and business capabilities of family farmers, particularly small and medium-sized agricultural, livestock and forestry producers, including peasant and Indigenous communities. SERVIAGRO coordinates technology transfer, technical assistance, training and agricultural extension services delivered by institutions in the agriculture and irrigation sector, in cooperation with regional and local governments and through partnerships with the private sector. The strategy has two components: coordinated provision of technical assistance, training and agricultural extension services; and in-person or online information and consultation services concerning their availability. It provides for competitive funding mechanisms operated by INIA and AGRO RURAL to expand the coverage of extension, technical assistance and training. Territorial implementation is coordinated through Regional Agricultural Management Committees or equivalent bodies. The strategy establishes monitoring, evaluation and impact assessment arrangements and relies on budget allocations from public agricultural institutions. Its intended outcomes include stronger producer capabilities and improvements in agricultural productivity, competitiveness and income. The June 30, 2017 deadline established in the resolution applied to the temporary sectoral commission supporting implementation, not to the SERVIAGRO strategy itself.
