Peru: Framework Law of the National Environmental Management System

Description

The main objective of this law is to ensure that public entities effectively comply with their environmental goals. To this end, it seeks to strengthen intersectoral coordination in environmental management, as well as to consolidate the role of the National Environmental Council (CONAM) and of sectoral, regional and local entities in the exercise of their functions. This includes avoiding overlaps, omissions, duplications, gaps or conflicts in their competencies. Within this framework, the purpose of the National Environmental Management System is to guide, integrate, coordinate, supervise, evaluate and guarantee the execution of policies, plans, programs and actions aimed at environmental protection. Likewise, it contributes to the conservation and sustainable use of natural resources, as established in Article 3 of the present regulation.
