Multiyear Sector Strategic Plan (PESEM) for the Environmental Sector 2024-2030

Strategic planning instrument for Peru's Environmental Sector covering 2024-2030, approved by Ministerial Resolution No. 105-2024-MINAM, published on March 27, 2024, and updated by Ministerial Resolution No. D000183-2026-MINAM of May 29, 2026. The plan establishes six sector strategic objectives: reducing biodiversity loss and degradation of ecosystem services; controlling environmental pollution; strengthening the transition to a circular economy across consumption and production chains and improving solid waste disposal; reducing climate risks and greenhouse gas emissions; improving decentralized management of the National Environmental Management System; and improving citizens' environmental behavior. It defines strategic actions, indicators and targets to guide the Ministry of Environment and its affiliated public agencies, in alignment with the National Strategic Development Plan to 2050 and the National Environmental Policy to 2030. Its measures address ecosystem and biodiversity management, environmental control and enforcement, environmental quality monitoring, climate change adaptation and mitigation, institutional strengthening and environmental education. The Ministry of Environment's General Office of Planning and Budget is responsible for monitoring and evaluating the plan. Its relationship with agrifood systems is cross-cutting, through natural resource conservation, ecosystem services and climate risk management; it is not an agricultural policy or a specific agricultural production program.
