Multiyear Sector Strategic Plan (PESEM) 2024-2030 for the Production Sector

Strategic planning instrument for Peru's Production Sector, approved by Ministerial Resolution No. 00088-2024-PRODUCE, published on March 29, 2024, with a planning horizon extending to 2030. The plan establishes the sector's strategy for contributing to productive development, competitiveness and national productivity, in alignment with the National Strategic Development Plan to 2050. It defines five sector strategic objectives: increasing the sustainable productive development of micro, small and medium-sized enterprises; increasing aquaculture productivity; expanding the use of quality standards for goods and services; increasing fisheries productivity; and increasing manufacturing productivity. The plan establishes sector strategic actions, indicators, targets and institutional responsibilities to guide the planning and management of the Ministry of Production and its affiliated public agencies. The Ministry's General Office of Planning, Budget and Modernization is responsible for monitoring and evaluating implementation. Its direct relevance to agrifood systems is concentrated in fisheries, aquaculture and manufacturing activities related to food processing. The plan is not a general agricultural policy or a specific program for family farming, biodiversity conservation or agricultural financing.
