The National Decent Employment Policy (PED) approved by Supreme Decree No. 013-. 2021-TR, arises as a response to the need to address the deficit of decent employment in the country, a public problem originating from six direct and independent causes. Through this policy, the Peruvian State seeks to create the institutional, economic and social conditions that allow workers, especially those without formal contracts, with incomes below the minimum living wage, without access to social security or an adequate working day, to have access to decent employment under equal conditions and without discrimination. The purpose of the PED is to ensure that the economically active working population has access to productive and decent jobs, promoting a favorable environment for this purpose. The policy is articulated around six priority objectives: Improve the labor skills of people of working age; Strengthen the connection between labor supply and demand; Increase the creation of formal employment within productive units; Expand workers' access to social protection, as well as their labor rights and benefits; Promote equal opportunities in access to employment for the entire potential labor force; Develop an institutional and social environment conducive to decent work.
The main goal of this policy is that, by 2030, at least one in five Peruvians has a job that meets decent work standards: legal contract, fair remuneration, access to health insurance and pension system, and an adequate working day.
