Peru: National Competitiveness and Productivity Plan 2024-2030

In July 2019, Peru approved the National Competitiveness and Productivity Plan 2019–2030 (PNCP) through Supreme Decree No. 237-2019-EF, proposed by the National Council for Competitiveness and Formalization under the Ministry of Economy and Finance. Its goal was to bridge the vision of a more competitive Peru—outlined in the National Competitiveness and Productivity Policy (Supreme Decree No. 345-2018-EF)—with concrete public policy actions to help realize that vision. The original plan included 84 policy measures aligned with nine priority objectives, and a total of 434 milestones. This roadmap supported coordinated, effective, and efficient government action. By October 2024, 44.7% of the measures had been implemented, corresponding to 181 completed milestones. The updated PNCP now covers the period 2024–2030. It includes 75 measures with 493 milestones, of which 53 existing measures have been strengthened (150 milestones), and 22 are new additions (343 milestones). The PNCP 2024–2030 was developed through a collaborative process involving public sector institutions, private sector organizations, academia, and civil society. Milestones are set to be achieved by December 2024, December 2025, and July 2030. The plan also introduces adjustments and new measures across all nine priority objectives.
