National Policy for International Technical Cooperation to 2030

National policy approved by Supreme Decree No. 008-2023-RE, published on April 18, 2023, establishing Peru's strategic framework for managing international technical cooperation through 2030. The policy seeks to strengthen the contribution of international technical cooperation to national development priorities, create new cooperation opportunities among members of the National Decentralized System of International Technical Cooperation and other development stakeholders, position Peru as a provider of technical cooperation in Latin America, the Caribbean and other regions, and strengthen its international role in development cooperation. It promotes results-oriented management, institutional capacity building, coordination among public institutions and cooperation stakeholders, knowledge and good-practice exchange, South-South Cooperation, Triangular Cooperation and multi-stakeholder partnerships. The policy establishes priority objectives, guidelines, services and indicators to guide incoming cooperation and Peru's international technical cooperation offer. The Ministry of Foreign Affairs leads the policy, while the Peruvian Agency for International Cooperation performs technical coordination and implementation-support functions. The policy has national and multisectoral scope; the development areas targeted by cooperation do not, by themselves, constitute specific agricultural or environmental interventions.
