PROEPAR is a basic environmental management instrument implemented in the state of Paraná, Brazil, for the protection of public health and well-being and the improvement of quality of life. It establishes a comprehensive framework that includes the establishment of atmospheric emission and air quality standards, along with a monitoring system, inventory of sources and emissions, and the preparation of air quality reports. It includes an emergency program for critical episodes of atmospheric pollution, a classification of areas according to air quality, and specific programs for air quality prevention in conservation units. It also establishes a program of progressive goals to meet WHO air quality standards, allowing for the economic and social development of the State in an environmentally safe manner.
