General Directive No. 001-2014-SERNANP: Commercialization of Rights Generated by Conservation Projects in Protected Natural Areas

General Directive No. 001-2014-SERNANP, approved by Presidential Resolution No. 026-2014-SERNANP, issued on January 30, 2014, and published on March 3, 2014. The directive established procedures for authorizing, developing and implementing projects aimed at conserving natural ecosystems within nationally administered Protected Natural Areas that generate ecosystem services, as well as for commercializing rights arising from such projects under protected-area management contracts. Its purpose was to promote private-sector participation and investment in ecosystem conservation under the regulation and supervision of Peru's National Service of Natural Areas Protected by the State (SERNANP). The directive was linked to Law No. 26834, the Protected Natural Areas Law, and its implementing regulations approved by Supreme Decree No. 038-2001-AG. Presidential Resolution No. 026-2014-SERNANP was expressly repealed by Article 2 of Executive Presidency Resolution No. 000170-2025-SERNANP/PE, published on December 31, 2025, which approved a new directive concerning the commercialization of rights generated by carbon sequestration and storage projects within Protected Natural Areas. Accordingly, this instrument is retained as a historical regulatory antecedent rather than a currently applicable regulation.
