Law 1715 of 2014: Integration of Non-Conventional Renewable Energy Sources into the National Energy System

Law 1715 of May 13, 2014, enacted by the Congress of Colombia, establishing the legal framework to promote the development and use of non-conventional energy sources, particularly renewable energy, and their integration into the National Energy System. The law regulates investment promotion mechanisms, tax incentives, energy efficiency, research and development of clean technologies, institutional coordination, and participation by public and private stakeholders. It seeks to diversify energy supply, improve energy efficiency, strengthen energy security, and contribute to greenhouse gas emission reductions. Its scope includes the integration of non-conventional energy sources into the electricity market and other energy uses, including self-generation and distributed generation under applicable regulations. The law remains in force with amendments, including those introduced by Law 2099 of 2021 and Law 2294 of 2023. Its primary purpose is to regulate and promote the energy transition rather than agricultural production.
