Supreme Decree No. 040-2026-RE: Ratification of the Second Protocol of Amendment to the Amazon Cooperation Treaty

Supreme Decree No. 040-2026-RE, published on August 27, 2026, through which Peru ratifies the Second Protocol of Amendment to the Amazon Cooperation Treaty. The protocol was adopted on August 21, 2025, in Bogota, Colombia, through Resolution RES/EXT-III MRE-OTCA/16 of the Third Extraordinary Meeting of Ministers of Foreign Affairs of the Member Countries of the Amazon Cooperation Treaty Organization (ACTO). The decree formalizes Peru's domestic ratification of an international instrument concerning Amazonian cooperation. It also requires the Ministry of Foreign Affairs to publish the full text of the protocol and its date of entry into force and provides for notification to the Senate of the Republic. The decree does not establish an implementation period and does not, by itself, determine when the protocol enters into force internationally. Classification is limited to the ratification measure and its international cooperation character, without attributing specific environmental obligations or sectoral commitments not stated in the decree.
