National Forest Conservation Program for Climate Change Mitigation (Programa Bosques), 2010–2030

The National Forest Conservation Program for Climate Change Mitigation (Programa Bosques) was established by Supreme Decree No. 008-2010-MINAM of July 14, 2010, under Peru's Ministry of the Environment, with the objective of conserving 54 million hectares of tropical forests as a contribution to climate change mitigation and sustainable development. The program seeks to identify and map areas designated for forest conservation, promote sustainable forest-based production systems that generate income for local populations, and strengthen the forest conservation capacities of regional and local governments, Indigenous and peasant communities, and other actors involved in forest management. One of its main intervention mechanisms is Conditional Direct Transfers (TDC), through which Indigenous and peasant communities receive financial incentives subject to verifiable forest conservation commitments and the implementation of incentive management plans. These resources support community forest surveillance and monitoring, territorial management and sustainable economic activities. The program also generates and manages information on forest cover and forest loss, strengthens technical and institutional capacities, and coordinates actions with public institutions and community organizations to reduce deforestation. Supreme Decree No. 003-2020-MINAM extended the program's duration to twenty years, through 2030, and its Intervention Strategy to 2030 guides the continuation of forest conservation, forest monitoring, deforestation reduction and sustainable productive activities.
