Description

The document "Legal bases and advances in public policies for climate change adaptation in Venezuela" analyzes the legal framework and obligations of the Venezuelan State regarding climate change adaptation from a human rights approach. This report examines Venezuela's international commitments, the national constitutional and legislative framework, and evaluates progress in the design and implementation of a National Adaptation Plan. The study identifies obstacles that have impeded the effective development of public policies in this area, including extreme ideological positions, lack of technical capacities, political sectarianism, and limited political will. Finally, it proposes actions directed at different sectors of Venezuelan society to overcome these limitations and move towards an effective national strategy for climate change adaptation.
