Ministerial Agreement No. 137 - General Guidelines for Climate Change Plans, Programs and Strategies of Decentralized Autonomous Governments

Ministerial Agreement No. 137 of Ecuador's Ministry of Environment, published in Official Gazette No. 287 on July 11, 2014, establishing general guidelines for the preparation of climate change plans, programs and strategies by Decentralized Autonomous Governments (GADs). It defines criteria for integrating climate change adaptation and mitigation into development and territorial planning, taking into account local territorial development instruments and their alignment with national policies. The guidelines address the identification of climate threats and information sources, vulnerability assessments, mitigation opportunities, prioritization of adaptation and mitigation measures, and their incorporation into territorial planning instruments.
