Description

Establishes a regulatory framework to address climate change challenges at the state level through principles, objectives, and guidelines aimed at reducing greenhouse gas emissions. It implements instruments such as financial incentives, Clean Development Mechanism (CDM) projects, simplification of environmental licensing, and recovery of riparian forests. It promotes cooperation between different levels of government and various sectors of civil society for the development of joint actions on climate issues. It encourages energy efficiency, preservation of green areas, environmental education, and continuous monitoring of implemented actions. It seeks to reconcile economic development with environmental preservation and social justice.
