Description

The Territorial Planning Law of Honduras establishes territorial planning as a State policy that incorporates national planning to promote the comprehensive, strategic, and efficient management of all the Nation's resources (human, natural, and technical). This law creates the National Territorial Planning Council as a deliberative and advisory body, establishes an administrative and organizational framework for territorial management, defines competencies between different levels of government, promotes decentralization and citizen participation, and institutes territorial planning and management instruments. The law seeks to ensure equitable and sustainable human development, reaffirming the human person as the supreme purpose of society and as its most valuable resource, in a process that articulates public and private interests at the national, regional, departmental, and municipal levels.
