Peru: National Policy for Development and Social Inclusion to 2030 — Supreme Decree No. 008-2022-MIDIS

The National Policy for Development and Social Inclusion to 2030 (PNDIS), approved by Supreme Decree No. 008-2022-MIDIS on December 31, 2022, establishes Peru's multisectoral strategic framework for reducing social exclusion and the poverty it generates throughout the life cycle. Under the leadership of the Ministry of Development and Social Inclusion (MIDIS), it defines five priority objectives: improving early childhood development; improving the physical, cognitive and socio-emotional development of children and adolescents; strengthening the economic inclusion capacities of young people and adults; improving the quality of life of older persons; and improving the conditions of the population's environment to ensure social inclusion. The policy comprises 19 guidelines and 81 services coordinated among national, regional and local government institutions. It adopts a multidimensional approach to poverty and encompasses interventions related to health, education, social protection, economic inclusion, housing, basic services and connectivity. Its relevance to agrifood systems arises from rural poverty and vulnerability, economic inclusion opportunities, and services associated with food and nutrition. Implementation relies on intersectoral and intergovernmental coordination and mechanisms for monitoring the policy's objectives and services.
