Ecuador: Executive Decree No. 587 — CATTA-Nuevo Ecuador Grant for Agricultural Producers Affected by the 2025 Severe Weather

Executive Decree No. 587, signed on March 27, 2025, establishes the Grant to Address the Temporary Agricultural Production Crisis Caused by Adverse Weather Conditions, known as the CATTA-Nuevo Ecuador Grant. The measure provides a one-time cash transfer of USD 800 to small and medium-sized agricultural producers who suffered crop losses due to heavy rainfall in 2025. Its objective is to mitigate the economic effects of severe weather and support the recovery and continuity of agricultural production, contributing to national food sovereignty. The Ministry of Agriculture and Livestock is responsible for identifying eligible beneficiaries and establishing the applicable requirements and procedures, while the Ministry of Economic and Social Inclusion disburses the payments and maintains the corresponding records. Implementation involves coordination with the Social Registry Unit and the Ministry of Economy and Finance, including safeguards against duplicate payments. The decree responds to the regional rainy-season emergency affecting Guayas, Los Ríos, Manabí, El Oro, Esmeraldas, Santa Elena, Loja and Azuay.
