Ecuador: Executive Decree No. 1283 — General Regulations for the Implementation of the Organic Law on Rural Lands and Ancestral Territories

Ecuador's Executive Decree No. 1283 issues the General Regulations for the Implementation of the Organic Law on Rural Lands and Ancestral Territories, published in the Second Supplement to Official Gazette No. 920 on January 11, 2017. The regulations implement legal provisions governing access to, use, ownership, administration, and regularization of rural lands and ancestral territories, in accordance with agrarian policy principles and land-related rights. They establish procedures and responsibilities of the National Agrarian Authority concerning rural land registration, allocation, and titling, as well as land-use planning and changes in the classification of rural agricultural land. The regulations include mechanisms to protect the territorial rights of communes, communities, peoples, and nationalities, together with provisions supporting family farming. They also address the social and environmental functions of rural property, productive land use, and institutional coordination for implementing agrarian legislation.
