Ecuador: Resolution No. 003-2024-CICC – Interinstitutional Arrangements for Climate Transparency and Paris Agreement Compliance

Resolution No. 003-2024-CICC, adopted on October 15, 2024, by Ecuador's Interinstitutional Committee on Climate Change (CICC) and published in Supplement No. 690 of the Official Gazette on November 25, 2024, approves the interinstitutional arrangements required to comply with climate transparency processes under the Paris Agreement and national environmental regulations. The resolution recognizes the National Environmental Authority as the institution responsible for coordinating climate information and mandates the development of technical guidelines and procedures for the National Climate Change Registry, including data quality, storage and transfer standards. It establishes coordination mechanisms involving national and sectoral public institutions, decentralized autonomous governments, research institutions, academia, the private sector and other information providers. It promotes capacity building for climate information generation and reporting, supports national greenhouse gas inventories and facilitates the collection of information on progress toward nationally determined contributions (NDCs), mitigation and adaptation plans, REDD+ initiatives, climate-related loss and damage, and climate finance required and received. The resolution incorporates gender considerations and encourages sex-disaggregated reporting whenever possible. It also establishes statistical coordination mechanisms, reporting follow-up procedures and communication of reporting delays or non-compliance. Its purpose is to strengthen the transparency, availability, quality and consistency of Ecuador's climate information and facilitate compliance with international reporting commitments under the United Nations Framework Convention on Climate Change.
