The purpose of this law is to recognize, promote, and strengthen the Popular and Solidarity Economy and the Popular and Solidarity Financial Sector in their practice and relationship with other sectors of the economy and with the State. Furthermore, it promotes the practices of the popular and solidarity economy developed in communes, communities, peoples, and nationalities, and in their productive economic units, to achieve Sumak Kawsay. It establishes a common legal framework for individuals and legal entities that comprise the Popular and Solidarity Economy and the Popular and Solidarity Financial Sector. It establishes the system of rights, obligations, and benefits for individuals and organizations subject to this law; and it establishes the public institutions that will exercise their governance, regulation, control, promotion, and support.
