National Plan for the Development of the Cocoa-Chocolate Value Chain to 2030

National planning instrument approved by Supreme Decree No. 017-2022-MIDAGRI to guide the sustainable and competitive development of Peru's cocoa and chocolate value chain through 2030. The Plan establishes strategic objectives to increase cocoa productivity based on profitability, quality and environmental sustainability criteria; increase the participation of Peruvian cocoa and chocolate in differentiated international markets; increase the competitiveness of cocoa-processing MSMEs; and strengthen governance for the sustainable development of the value chain. Its actions include innovation and technology transfer, strengthening productive and business capacities, coordination among producers and organizations, processing and value addition, product differentiation and market access, strengthening commitments to deforestation-free cocoa production, information generation and management, and coordination, monitoring and evaluation of the value chain.
