Law 8-90 on the Promotion of Free Zones in the Dominican Republic aims to promote the establishment of new free zones and the growth of existing ones, regulating their operation and development. It defines free zones as geographic areas subject to special customs and fiscal controls where companies that direct their production or services to the external market are allowed to establish. It establishes a regime of fiscal and customs incentives for free zone operators, companies that install in them, and investors, with special emphasis on the country's border regions. It creates the National Council of Export Free Zones as the body responsible for regulating, evaluating, and supervising compliance with the law.
