General protocol for the attention of labor migration during the agricultural harvest season in Costa Rica

Description

The protocol establishes a detailed procedure for the orderly entry, stay, and exit of temporary migrant workers in the agricultural sector of Costa Rica. It covers aspects such as the request for permits by employers, verification of accommodation conditions, immigration requirements, authorized transportation, registration in the SITLAM system, and issuance of identification cards. It also defines the responsibilities of the different institutions involved and of employers and workers. It emphasizes compliance with labor, health, and immigration regulations, including periodic inspections by various government institutions. Mechanisms are established for monitoring and tracing workers during their stay, as well as procedures for their transfer between farms and eventual departure from the country. The protocol seeks to guarantee adequate conditions for migrant workers, while meeting the labor needs of the Costa Rican agricultural sector, especially during harvest seasons.
