Colombia: Comprehensive Climate Change Management Plan for the Agricultural Sector (PIGCCS-Agriculture) 2021–2030

Colombia's Comprehensive Climate Change Management Plan for the Agricultural Sector (PIGCCS-Agriculture), adopted through Resolution No. 000355 of November 25, 2021, by the Ministry of Agriculture and Rural Development, is the main sectoral planning instrument guiding climate change adaptation and mitigation across agricultural, fisheries and rural development activities. Its objective is to identify, coordinate and guide measures to reduce greenhouse gas emissions, decrease the climate vulnerability of production systems, strengthen their resilience, increase productivity and contribute to food security and the well-being of rural populations. The plan is organized around five strategic areas: climate change and risk management information for decision-making; sustainable and low-carbon agricultural practices; resilience of production systems to extreme climate events; investment and public policies for climate-resilient and low-carbon rural development; and institutional coordination, research and capacity building. It includes measures to improve access to agroclimatic information, conserve agricultural biodiversity, promote sustainable water management, develop climate-smart production systems, strengthen agricultural risk management, support research, develop financial instruments for sustainable investment and monitor targets and indicators. The plan involves public institutions, agricultural producers and family and community farming organizations. Its programmatic horizon establishes targets through 2030 and aligns with Colombia's national climate commitments.
