The Policy seeks to strengthen comprehensive disaster risk management (DRM) in the country. This policy, developed under the guidance of the National Emergency Office (ONEMI), responds to international commitments such as the Sendai Framework, integrating the principles of sustainability and human development. The strategic objectives are organized into five main axes: understanding disaster risk, strengthening governance, investing in risk reduction, providing an efficient response and promoting sustainable recovery. These axes are designed to articulate the action of public and private actors, from the local to the national level, fostering inter-institutional collaboration and capacity building to mitigate future risks. The policy establishes that the DRM approach must be transversal, with a strong investment in preparation and prevention, which implies the adoption of structural and non-structural measures. The importance of coordination between the different actors in society, including the public and private sectors, as well as international cooperation, is highlighted. Education and awareness-raising around disaster risk reduction are promoted, with a focus on equity, ensuring that the most vulnerable communities are prioritized in risk reduction strategies. The ultimate goal is to build a culture of resilience that enables communities to better respond to disasters and reduce economic and social impacts. Finally, the policy establishes monitoring and evaluation mechanisms to ensure its effective implementation. The National Strategic Plan (PENRRD 2020-2030) defines 74 strategic actions to be carried out over the next ten years, with clear indicators to measure progress.
