Its objectives include proposing measures to comply with environmental regularization guidelines, guiding government action, articulating efforts between different levels of government, promoting the integration of information systems, and fostering actions for productive environmental recovery. The plan establishes a Management Committee to oversee its implementation and promote articulation between the involved agencies.
