Decree No. 11,902 restructuring the Biofuels Social Seal Program

The main objective of the Decree is to modify and strengthen the Biofuels Social Seal previously established in Decree No. 10,527, of 2020. This seal seeks to promote the sustainable development of family farming, integrating it into the production chain of biodiesel and other biofuels, to contribute to productive diversification, reduction of inequalities, mitigation of climate impacts and promotion of energy and food security. In addition, it seeks to promote the inclusion of family farming in the production of biodiesel, increasing its participation in food production and strengthening production chains in specific regions such as the North, Northeast and Semi-arid of Brazil. This includes support for research, innovation and development projects of new oil sources, integrated with family production actions and agroecological transition. Finally, the decree establishes a regulatory framework for the use of differentiated rates and reduction of contribution rates, in order to facilitate the implementation of these objectives. In addition, the Ministry of Agrarian Development and Family Agriculture is assigned the responsibility of defining participation criteria, validating organizations, supervising compliance with standards and promoting innovative mechanisms for the management of the Biofuels Social Seal, thus ensuring the productive and sustainable inclusion of family farmers in this sector.
