Description
The Decree establishes the Fund for Forest Reinvestment and Promotion of Plantations in Honduras, managed by the National Institute of Forest Conservation and Development, Protected Areas and Wildlife (ICF). This fund's main objectives are the reforestation of degraded or deforested areas, the protection of natural and artificial forests, and the sustainable management of forest resources. Both non-reimbursable financing, intended for the formulation and supervision of forest management and regeneration plans, and reimbursable financing, which grants credits for the creation and management of forest plantations, are contemplated. Beneficiaries include municipalities, community organizations, educational centers and forest land owners. The decree details the procedures for the administration of the fund, including the presentation and evaluation of projects, the requirements to access financing and the responsibilities of the entities involved. The Administrative Board and the Technical Executing Unit of the Fund (UTEF) supervise the correct execution of the projects, guaranteeing that the resources are used appropriately and transparently. In addition, the conditions of disbursements, project monitoring and sanctions in case of non-compliance are specified. The decree seeks to promote the sustainability and conservation of natural resources in Honduras, encouraging community participation and investment in forestry activities.
