Description
The Law to Promote the Establishment, Recovery, Restoration, Management, Production and Protection of Forests in Guatemala (PROBOSQUE) aims to increase forest coverage, energize rural economies, increase forest productivity, diversify land use, and guarantee means of life and security in the face of climate change through economic incentives and promoting public and private investments in forestry activities. The incentivized projects, which will be in effect for a period of 30 years, include forest plantations for industrial and energy purposes, agroforestry systems, management of natural forests for the production and protection of environmental services, and restoration of degraded forest lands. The National Forest Institute (INAB) will be responsible for the administration and supervision of these incentives, and the financing will come from FONABOSQUE, a specific fund created by law. Additionally, economic compensation mechanisms will be implemented for ecosystem and environmental services associated with forests. The law also establishes an annual budget allocation of at least 1% of the State's Ordinary Income Budget for these incentives, and sets an initial amount of fifteen million Quetzales for promotion, training, and technical and administrative equipment of the program.
