Law No. 12,188, of January 11, 2010, establishes the National Policy of Technical Assistance and Rural Extension for Family Agriculture and Agrarian Reform (PNATER) and the National Program of Technical Assistance and Rural Extension in Family Agriculture and Agrarian Reform (PRONATER). The National Policy of Technical Assistance and Rural Extension for Family Farming and Agrarian Reform (PNATER) aims to promote sustainable rural development, support economic initiatives that enhance regional and local vocations, increase production, quality and productivity of activities. and agricultural and non-agricultural services, including agro-extractive, forestry and artisanal activities. Likewise, it seeks to improve the quality of life of its beneficiaries, offering advice in the different phases of economic activities, business management, organization, production, market insertion and supply, taking into account the peculiarities of the different production chains. It also aims to increase the income of the beneficiaries and add value to their production, support associations and cooperatives, as well as the training of technical assistance and rural extension agents. Promoting the development and appropriation of appropriate technological and organizational innovations and their integration into the national productive market is another of its purposes, in addition to promoting the integration of ATER with research, bringing agricultural production and rural areas closer to scientific knowledge.
