Normative Instruction 139/2023, which sets forth the procedures for the concession of the Housing and Housing Reform modalities.

The Normative Instruction No. 139 of the Brazilian National Institute of Colonization and Agrarian Reform (INCRA) establishes the operational and administrative procedures to grant, monitor and inspect the Housing Credit and Housing Reform modalities regulated in Decree 11.586/2023. It modifies the percentages of the housing credit installments, being 70% in the first installment and 30% in the second installment. The credit limit is up to R$75,000 per beneficiary family unit.
