Bolivia: Supreme Decree No. 4007 of 2019 – National Fruit Production Support Program

Supreme Decree No. 4007, enacted on August 14, 2019, establishes Bolivia's National Fruit Production Support Program under the responsibility of the Ministry of Rural Development and Lands. Its objective is to contribute to food security and food sovereignty by increasing the production and competitiveness of apples, peaches, avocados and cherimoyas, while reducing imports of these products. The program comprises four components: agricultural innovation; plant health and food safety; production development; and technical assistance and market access. For its implementation, the decree authorizes BOB 169,309,917 from the National Treasury and provides for the participation of specialized public institutions, including the National Institute of Agricultural and Forestry Innovation, the National Agricultural Health and Food Safety Service, the EMPODERAR Decentralized Unit and the Food Sovereignty Decentralized Public Institution. It also allows public-private transfers to producer organizations involved in the priority fruit crops and establishes beneficiary registration, monitoring of objectives and targets, physical and financial implementation reporting, and audit mechanisms. The annex provides budget programming for the 2019–2024 period.
