Description
The main objective of Decree 1406 of 2023 is to regulate the organization and operation of the National System of Agrarian Reform and Rural Development (SINRADR), a mandatory mechanism for the planning, coordination, execution, evaluation and monitoring of activities aimed at agrarian reform and comprehensive rural development. The decree creates several coordination and advisory bodies, including the Intersectoral Commission for Agrarian Reform, Rural Development and Comprehensive Rural Reform, and establishes eight specific subsystems with their own functions and powers, coordinated by the Ministry of Agriculture and Rural Development together with other State entities. These subsystems address various aspects such as the acquisition and allocation of land, the delimitation of peasant reserve areas, the resolution of socio-environmental conflicts, access to basic social services, research and technology transfer, the stimulation of peasant economy, risk management and agricultural credit, and the consolidation of indigenous and Afro-Colombian territories. The decree also contemplates the active participation of indigenous, Afro-Colombian, Raizal, Palenquera, peasant and Roma communities in the SINRADR, ensuring their inclusion in decision-making and the implementation of public policies. In addition, it establishes a plan to strengthen peasant agricultural and small fishermen associations, financed by the national, departmental and municipal governments.
