Decree 1406 of 2023 – Organization and Operation of the National Agrarian Reform and Rural Development System (SINRADR)

Decree amending and supplementing Decree 1071 of 2015 to regulate the organization and operation of Colombia's National Agrarian Reform and Rural Development System (SINRADR) as the mandatory mechanism for planning, coordination, implementation, evaluation and monitoring of agrarian reform and comprehensive rural reform. It organizes eight subsystems covering land access and allocation; peasant reserve areas and organization; territorial planning and socio-environmental conflicts; rights, infrastructure and land development; research, technical assistance and technology transfer; peasant, family and community economy, commercialization and agro-industrial development; agricultural credit and risk management; and territorial rights of indigenous peoples and ethnic communities. It also establishes the Intersectoral Commission for Agrarian Reform, Rural Development and Comprehensive Rural Reform.
