Description
The central objective of the Policy is to promote productive transformation, agricultural competitiveness and rural development, with the intention of generating adequate conditions for the provision of goods and services, investment, innovation, entrepreneurship and agro-industrial development, in order to improve well-being and equity of the rural population. This policy is structured into three fundamental pillars: Rural Development, Productivity + Profitability = Competitiveness, and Modern and Technological Institutionality. The Rural Development pillar focuses on the social and productive management of land, investment in public goods and services, and income generation through employability and rural entrepreneurship. The formalization of rural property is a key component, seeking to generate legal security and encourage investment. The inclusion of women and victims of abandonment and dispossession is prioritized, through massive property sweeping techniques and updating the legal framework, such as the modification of Law 160 of 1994 and Decree 902 of 2017. It also focuses on the provision of infrastructure and public services, improving road and digital connectivity, and expanding irrigation and drainage infrastructure through public-private partnerships. The second pillar, Productivity + Profitability = Competitiveness, covers the transformation and organization of agricultural production, the management of sanitary, phytosanitary and food safety risks, and investment and financing. It seeks to improve productivity through technological research and development, the adoption of new technologies and sustainable practices, and the improvement of infrastructure and logistics. The creation of the National Irrigation Plan and the implementation of a land adaptation information system is proposed, with the objective of increasing agricultural productivity and efficient management of water resources. The pillar of Modern and Technical Institutionality includes actions transversal to the two previous pillars. It focuses on strengthening the institutionality of the MADR and sectoral entities, promoting inter-institutional and territorial articulation, and improving technical and operational capacity. It seeks to advance in the regulation and implementation of the National Agricultural Innovation System (SNIA), which includes agricultural research, extension and training, promoting a comprehensive and sustainable approach in supporting producers.
