CONPES 4098: Policy to promote the competitiveness of the agricultural sector

The policy seeks to increase the competitiveness of the Colombian agricultural sector by developing appropriate environments for the support of rural businesses, strengthening the provision of sectoral goods and services, increasing total factor productivity and developing efficient agricultural markets. . Specific objectives include promoting safe and planned environments that allow efficient management of land use and promote labor formality, increase the provision of goods and services to improve the capacities of producers and prioritize the development of productive infrastructure, promote science, agricultural technology and innovation, facilitate access to credit and strengthen agrologistics, and develop efficient agricultural markets through the use of sectoral information and the reduction of intermediation in marketing. To achieve these objectives, the policy proposes to strengthen public order control in rural areas, articulate sector planning instruments and evaluate the land market to improve the formalization of rural property. The adoption of science, technology and agricultural innovation is promoted through resource management and technology transfer, as well as the facilitation of credit through institutional strengthening and the creation of new financial instruments. The productive inclusion of small rural producers is essential to improve their competitive capabilities, as is the acceleration of the sector's climate adaptation through smart agricultural and livestock practices.
