Description

The Law declares of national interest the obtaining, production, circulation and marketing, both internally and externally, of seeds and phytogenetic creations. As part of this initiative, the National Seed Institute is created, a non-state public law entity, with the purpose of promoting the production of high quality seeds, supporting plant genetic innovation, protecting plant genetic creations through property titles, and regulate the seed industry through standards on production, certification, and marketing. The law addresses seed certification, marketing prohibitions under certain conditions, and establishes a National Cultivar Registry. In addition, it regulates the property rights over new cultivars, offering protection through the registration and granting of property titles, and also dictates conditions on the import and export of seeds.
