The manual provides a detailed framework for the development and verification of national pest lists, meeting the requirements of the International Plant Protection Convention (IPPC) and World Trade Organization (WTO) agreements on sanitary and phytosanitary measures. This manual is designed for use by plant health specialists and focuses on the collection and verification of pest records through literature review, specimen collections, and direct pest diagnoses. Its purpose is to support trade negotiations, improve quarantine policies and increase national and regional capacity to manage pests. The manual instructs on methods for compiling national pest lists by reviewing published and unpublished literature, collecting and diagnosing pest specimens, and verifying pest records to ensure their accuracy and relevance. It establishes guidelines for documenting pest lists in a way that aligns with international standards, thereby facilitating international cooperation and trade based on clear and up-to-date knowledge of pest status.
