Description
The Tegucigalpa Protocol to the Charter of the Organization of Central American States (ODECA) is an agreement signed by the presidents of Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama. This protocol seeks to update the ODECA legal framework to adapt it to current reality and needs, with the aim of achieving effective Central American integration. As part of the protocol, the Central American Integration System (SICA) is established, which aims to consolidate democracy, strengthen democratic institutions and promote a regional security model that encompasses sustained development, environmental protection, and eradication. of violence and corruption. Furthermore, SICA aims to strengthen the region as an economic bloc and improve its insertion into the international economy, reaffirm the self-determination of Central America in its foreign relations, and promote harmonious and balanced economic, social, cultural and political development among the member states. and the region as a whole. To achieve these objectives, the protocol organizes an institutional structure that includes the Meeting of Presidents, the Council of Ministers and the General Secretariat, among other bodies, in charge of implementing and supervising integration initiatives in accordance with the fundamental principles of the system.
