The MEA is based on several principles, such as subsidiarity, which recognizes the autonomy of individuals and organizations in the sector; social inclusion, ensuring that all actors participate in the benefits of agrarian development; and a differentiated approach, which considers the heterogeneity of the agricultural productive base, promoting appropriate policies for different types of production. In addition, it emphasizes the importance of environmental and economic sustainability, equity, gender, youth, and food security as central axes for sectoral development. To implement this framework, key areas of action are identified, including the development of agricultural competitiveness, the promotion of family farming and food security, sustainable forest development, risk management related to climate variability and change, and the promotion of social integration, employability and rural entrepreneurship.
