It is the operational instrument that enables the implementation of the PNGIBSE through the execution of concrete and intersectorally and regionally coordinated actions, aimed at reducing direct and indirect pressures on biodiversity and its ecosystem services. The proposed goals address actions to strengthen regional environmental institutions; strengthening protected area systems; promotion of sustainable local development models and green growth; generation of incentives that promote the protection and recovery of strategic ecosystems; strengthening environmental information systems; intersectoral agreements and programs that allow addressing regional and local problems; which includes advancing in the development of strategies such as payment for environmental services, agricultural reconversion programs, eco-efficient sectoral programs, sustainable development programs with ecological sustainability criteria, education programs and strengthening of democratic participation mechanisms (for example consultations popular and environmental audiences).
