The Rural Program of Colombia’s Ministry of Housing, City and Territory sought to narrow the gap between rural and urban areas regarding access to potable water and basic sanitation through infrastructure investments, institutional strengthening, and project formulation. The program prioritized rural communities with high levels of unmet needs and funded the expansion and optimization of water supply, sewerage, and wastewater management systems in various municipalities across the country during the 2012–2014 period. Its implementation was linked to the formulation of CONPES 3810 of 2014, which addressed policy regarding rural potable water and basic sanitation.
