The Water Resources Law establishes the regulatory framework for the use and management of water resources, including surface, ground, and inland waters and their associated assets. Its main objective is to regulate integrated water management, as well as the participation of the State and private parties in this process. Where applicable, it also applies to marine and atmospheric water.
This regulation creates the National Water Resources Management System, led by the National Water Authority, which coordinates actions with ministries, regional and local governments, and user organizations.
It also regulates water use rights through licenses, permits and authorizations, and establishes measures for its protection, such as the classification of water bodies, the delimitation of marginal strips and the control of its quality. The law also considers strategies for dealing with climate change and managing natural events, as well as sanctions for those who fail to comply with the provisions on water use and administration.
