National Water Resources Policy and Strategy (PENRH) — Supreme Decree No. 006-2015-MINAGRI

The National Water Resources Policy and Strategy (PENRH), approved by Supreme Decree No. 006-2015-MINAGRI and published on May 12, 2015, is a binding planning instrument guiding integrated and sustainable water resources management in Peru. Its objective is to meet present and future water demands while ensuring the conservation, quality, availability, and efficient and sustainable use of water resources. The policy establishes five pillars: quantity management, aimed at balancing water supply and demand; quality management, focused on protecting natural water sources and preventing pollution; timely availability management, intended to improve the temporal and spatial availability of water; water culture management, promoting awareness, participation, and responsible water use; and adaptation to climate change and extreme events, seeking to reduce the vulnerability of water systems. The National Water Authority (ANA) plays a central role in coordinating and monitoring the policy within the National Water Resources Management System, working with public institutions, subnational governments, water users, and other stakeholders. The instrument establishes policy guidelines, strategies, and actions to strengthen basin-level planning, water governance, and sustainable water use, including agricultural water management. It does not establish a specific expiration date.
