Description

International cooperation in Ecuador is established as a competence of the provincial governments for the management of exclusive competencies as determined in the Montecristi Constitution of 2008 that ordered the institutional chaos of decentralization that had remained until then. However, the competence of international cooperation, being established as the exclusive competence of all levels of government and controlled by the rectory of the national government, has presented limitations and potentialities for the decentralized management of cooperation.
