Organic Code of Territorial Organization, Autonomy and Decentralization (COOTAD) of Ecuador

The Organic Code of Territorial Organization, Autonomy and Decentralization (COOTAD) establishes Ecuador's territorial political-administrative organization, regulates the system of decentralized autonomous governments and develops the country's decentralization model through a national system of competencies, financing mechanisms and intergovernmental coordination. In the rural and agri-food domain, it assigns responsibilities related to irrigation systems, food security and sovereignty, producer technical assistance and organization, agricultural and aquaculture development, territorial planning and environmental management.
